This issue should be resolved now.
The issue was linked to a recent update we had released to Partner Center. This update has since been reverted until it can be released without impairing account access.

We are seeing an issue where accounts are not always loading when navigating to the Businesses > Accounts page in Partner Center.
We have our development team investigating, and we will update this notice as soon as more information becomes available.
